INTRODUCTION

Mt. Olympus is a “Planned Development” of all single-family residences living in a “view hillside community” located in the Hollywood Hills. The Mt. Olympus Property Owners Association (MOPOA) is a non-profit public benefit corporation which operates under by-laws established in 1983 and manages the community affairs of the local home owners.  MOPOA is run by an eleven-member board of directors which is elected bi-annually by the homeowner association members.  Association membership is voluntary, and currently, approximately 200 homeowners of the 380 or so homes in the Mt. Olympus subdivision are members paying $95.00 annual dues to receive the benefits of membership in the Property Owners Association.  

 MOPOA has assumed the role of DECLARANT of the Mt. Olympus subdivision from the original developers, and thus the right and duty  to enforce the CC&Rs (Covenants, Conditions and Restrictions) for Mt. Olympus, which includes maintenance criteria for existing residences and grounds, and  Architectural Approval (section 7.01 of the CC&R’s) for new and remodel construction.  The rules are monitored and enforced by a committee appointed by the Board.  The Committee has the power to file liens against properties which do not comply with the CC&Rs.  (See CC&R summary below).

 The Architectural Committee has an established process and guideline for approval of new construction and house additions/modifications, and typically reviews and grants about  20 applications per year.

 

MOPOA COMMITTEE FUNCTIONS AND RESPONSIBILITIES

 ARCHITECTURAL

Responds to inquiries regarding home construction and remodeling projects. Monitors for and conducts investigations into actual and potential violations of the CC&Rs regarding home construction and remodeling projects.

Informs residents of architectural guidelines and requirements and provides applications.

Reviews submitted architectural plans, inspects sites and communicates with applicants.

Writes approval letters.

BEAUTIFICATION

Generates a list of projects for the beautification of the community. Prioritizes and presents to the Board such list for its approval and funding and implements such projects.

Manages other beautification projects, such as fountains and monuments, as directed by the Board.

CC&Rs

Monitors for and conducts investigations into actual and potential violations of the CC&Rs in its role of  Declarant of the MOPOA Subdivision. Works with the Architectural Committee regarding home construction and remodeling projects.

Communicates with violators and attempts to resolve violation issues.

Files notices of non-compliance with the County Clerk on unresolved violations, with the approval of the Board.

Refers violations to and works with Association attorneys on obtaining compliance with the CC&Rs, with approval of the Board.

Prepares policies, procedures, letters and forms, as necessary, with regard to CC&Rs violations and how they should be handled.

COMMUNITY RELATIONS

Interacts with community organizations and city agencies that impact MOPOA=s welfare.

Attends outside meetings of interest to MOPOA and reports findings to the Board.

Represents MOPOA interests in the local Neighborhood Council.

COMMUNICATIONS

Solicits and gathers articles and information materials of interest to the MOPOA community for the Olympress newsletter.

Publishes and mails three to four issues of the Olympress per year.

Maintains current web site and adds both additional and updated information to the web site to enable users to contact city, county and state agencies on matters affecting the MOPOA community.

Adds current issues and keeps back issues of the Olympress for a two year period.

Adds notices to the MOPOA community which would enhance its awareness on matters going on in the MOPOA community.

Adds information as to steps being taken by the MOPOA board regarding community issues.

Adds information which the MOPOA Board believes should be communicated to the MOPOA community.

Maintains the MOPOA e-mail capabilities through the web site. Sends e-mail messages to the MOPOA community.

MAINTENANCE

MOPOA

Retains and monitors gardeners for front entry and street cleanup crew.

Maintains front entry lighting, sign and landscaping, lighted walls, and rear entry columns, walls and lighting.

      CITY SERVICES

     Receives, processes and follows up complaints regarding street repair and striping,

     sidewalk damage, curb damage and painting, and signage. Maintains an awareness of the

     condition of the MOPOA community with respect to such problems. Refers such complaints,

     and any problems of which it is aware, to  the appropriate city agency for action or repair.

     Where necessary, informs the property owner of the need for action or repair.

 

MEDIATION

At its discretion and at the request of MOPOA members, offers advice, resources and mediation services in resolving conflicts among neighbors,

MEMBERSHIP

Develops new and renewing membership recruitment programs.

Prints and mails out membership dues statements/letters.

Maintains membership records.

Welcomes and invites new residents to join MOPOA.

Delivers CC&Rs to all new residents

SECURITY

Interacts with Bel-Air Security Patrol Company and ADT Security Services (monitoring) and their field officers.

Maintains records of home related incidents, home and car break-ins, and other incidents related to the security of the MOPOA community.

Maintains membership lists regarding MOPOA community sign-ups with Bel-Air Security Patrol Company and ADT Security Services.

Maintains lists of community members who are in violation of the CC&Rs by not signing up with Bel-Air Security Patrol Company or a comparable agency. Works with Bel-Air Security Patrol Company to sign up violators and new homeowners and tenants.

Informs realtors and escrow companies of the mandatory community patrol service required by the CC&Rs. Maintains a list of houses in process of being sold.

Maintains contact with the various LAPD and fire agencies as relates to the security of the MOPOA community.

TRAFFIC

Interacts with various city agencies on issues of traffic control and street safety, such as speeding, signage and speed bumps.

Maintains MOPOA community awareness on steps being taken by the MOPOA board regarding such issues.

Develops MOPOA community involvement on traffic calming issues and measures.

Works with the local LAPD on issues of speeding and running stop signs.
